April 12/Philadelphia: School-to-Prison Pipeline and Back: Obstacles to Educational Reentry

This course is designed to provide attorneys with an overview of New Jersey's education laws and regulations that often affect the rights of juvenile offenders.  The course will thus cover the following topics: (1) the general right to education in New Jersey; (2) public school registration procedures, including domicile requirements; (3) school discipline procedures, including long-term suspensions and expulsions; (4) alternative school placement; and (5) special education.  For each topic, the course will provide instructions on how to legally challenge school decisions and an explanation of the administrative appeals process.  After completing the course, attorneys will be prepared to represent youth experiencing legal obstacles to public school placement.
