April 20: Bitcoin, Energy and Climate in Pennsylvania

Please join us for the upcoming event presentation with Robert Altenburg, who serves as the director of the PennFuture Energy Center.
Since 2021, energy-hungry Bitcoin mining operations have been locating in Pennsylvania, powered largely by polluting fossil fuels. This presentation will introduce basic concepts of cryptocurrency and blockchains, explain why wasting energy is part of Bitcoin’s design, and outline what that means for public health and the environment.
Altenburg will also discuss what legal and policy tools might be available to address these concerns in an industry that is notoriously difficult to regulate.
He has testified on this topic before the U.S. Senate Subcommittee on Clean Air, Climate, and Nuclear Safety; and has been interviewed by ABC, NBC, The Atlantic, Fortune, Capital & Main, and other media.

The goal of this CLE presentation is to discuss bias and where it comes from; why it is harmful; how to detect it and how to eliminate it from our behavior as legal professionals. Practicing law is a bias landmine. From whether we believe a witness or opposing counsel; to how we counsel those in our organization we readily apply judgments to others — coloring our perceptions and thoughts. There is no cure for bias, but you can be more mindful, conscious and monitor your thoughts better. These are the four main questions we will answer in our discussion today: What is bias? What are unconscious and confirmation biases? What are the effects and costs of bias? And, finally how can we avoid bias through thinking about our thinking and implementing best practices?

March 9: Parole Program for Cubans, Haitians, Nicaraguans and Venezuelans

The Department of Homeland Security, or DHS, has announced new parole programs for nationals of Cuba, Haiti, Nicaragua and Venezuela who are seeking save haven within the United States due to the conditions in their country. This process is being implemented in conjunction with a new border enforcement policy.
In this free webinar, CLINIC staff will provide an overview of the programs and how the process works; review sponsor/beneficiary eligibility requirements; and provide tips on completing the I-134A, traveling to the U.S., and benefits after parole. March 8: The Rollback of Public Health Emergency Powers and a New Model Law

The COVID-19 pandemic caused governors to use executive branch public health powers to an unprecedented degree. A combination of public weariness with the pandemic, frustration with executive actions designed to mitigate the community effects of COVID, and ongoing anti-government sentiment has resulted in judicial and legislative actions that have eliminated fundamental executive power to protect public health during an emergency. To assure that all states are prepared for future public health emergencies, the Uniform Law Commission is drafting a model public health emergency authorities law. Rob Gatter is helping to lead this drafting project and will describe the draft model law.

Rob Gatter is a Professor of Law and the Director of the Center for Health Law Studies at Saint Louis University. He is an author of the casebook "Health Law: Cases, Materials and Problems," which is now in its ninth edition. Gatter's scholarship and service is focused on law and policy affecting infectious disease threats. He has published a dozen articles related to novel influenza, Ebola, and COVID policy and presented on those topics at a variety of academic, professional, and community organizations. He served on the COVID task force of St. Louis County, and he is currently the Reporter to a Uniform Law Commission committee drafting a model state public health emergency authorities statute.
