June 17/Seattle, Wa - Recent Administrative Law Cases from the U.S. Supreme Court and How They Relate to Washington State Practice

This program will review recent administrative law cases from the U.S. Supreme Court including Coeur Alaska v. SE Alaska Cons. Council, involving jurisdiction to issue a permit under the Clean Water Act, FCC v. Fox, involving agency regulation of speech (expletives at the Billboard Music Awards). The program will also look at upcoming cases, such as Free Enterprise Fund v. Public Co. Acc'g Oversight Board, involving separation of powers. Our speakers are University of Washington professors of administrative law: William Andersen, who was instrumental in the drafting and enactment of the Washington state APA and who is a long-time favorite speaker, and Kathryn Watts, who joined the faculty in 2007.  There will be a complimentary reception for all attendees following the program.

Frederick "Rick" Lorenz served in the U.S. Marine Corps for 27 years as a judge advocate, including a tour as an infantry company commander. He was the senior legal advisor for the United Nations authorized military intervention in Somalia in 1992, returning there as senior legal advisor for the U.N. evacuation in 1995. In 1996 he served in Bosnia as a legal advisor for the NATO implementation force, and went on to teach Political Science at the National Defense University. After his retirement as a colonel in 1998, he served as a United Nations legal affairs officer in Kosovo, working in the U.N. Civil Administration.

Lorenz was a regular lecturer at the Canadian Peacekeeping Centre and has served with Canadian military and civilian peacekeepers on three continents. As a senior lecturer at the Jackson School of International Studies and the School of Law, University of Washington, he teaches international humanitarian law, international law and the use of force, and water and security in the Middle East. Lorenz previously spoke to the Section in September 2004 on "Prisoner Abuse, American Law & the Geneva Conventions."

May 27/NYC, NY - Rule of Law in the Age of Terror

Reconciling the protection of fundamental democratic liberties with the necessity of combating terrorism is a relatively new challenge to the United States.  Not so to many democratic countries that have had long struggles against terrorism.  Countries like Ireland, Britain and Israel have faced the powerful temptation – and in some cases, imperative - to compromise the rule of law and civil liberties when confronting terrorism.
 
As U.S. courts and criminal justice agencies grapple with the threat of domestic terrorism, this is an especially appropriate time for a dialogue on the delicate and symbiotic balance between fighting terrorism and protecting constitutional liberties.  The Irish, with their experience in addressing terrorism within the framework of a constitutional democracy, have much to add to this debate.

This program, presented by the Irish American Bar Association of New York, in association with Fordham Law School, and organized by the undersigned and Janet Walsh, Esq., will focus on what the United States can learn from other countries' legal responses to terrorism, with a particular emphasis on the Irish experience.  Join us for a fascinating discussion with academic experts who have studied this issue in depth, Benton Campbell, former Interim U.S. Attorney for the Eastern District of New York, who addresses these issues on a daily basis in actual investigations and prosecutions, and the Hon. About the Speaker:

As a Senior Lecturer at the Jackson School of International Studies, University of Washington, and at Seattle University School of Law, he teaches on International Humanitarian Law International Law and the Use of Force and Water and Security in the Middle East. May 4/New York - Immigration Fundamentals for International Adoption

The presentation will outline fundamentals on obtaining immigration benefits for adopted children from outside the United States either via an orphan or a family petition. It will provide an overview of statutory requirements and CIS filing procedures as well as guidance on immigrant visa processing, and an update on the Hague Convention on the Protection of Children and Cooperation with Respect to InterCountry Adoption. The workshop will be conducted by Wanyong Austin, Esq., Director of Immigration Legal Services for the Lutheran Social Services of New York.

About TPS
On January 15, 2010, the Attorney General designated Haiti for Temporary Protected Status (TPS) due to the devastation caused by the earthquake in that country. To be eligible, a Haitian national has to have resided in the United States on or before January 12, 2010. Individuals granted this temporary immigration status will be allowed to remain in the United States, and to obtain work authorization during the 18-month TPS validity period. The registration period to apply for TPS is currently scheduled to end on July 20, 2010.
Volunteers Needed
Volunteer lawyers are needed to staff temporary legal clinics in Brooklyn and Queens where they will provide legal information about TPS and assist Haitian nationals in completing applications.

If you are an attorney and interested in participating, you can register through NYC Service's website, http://www.nycservice.org/advanced_search.php#s, which will take you to the advanced search section. From there you can select "legal & justice" on the scroll-down menu of the "search by interest(s)" section, where you'll find "HELP HAITIAN NEW YORKERS" as the third listed opportunity. This site will describe the four free 2-hour TPS trainings being offered to lawyers interested in volunteering from now until July 20, 2010. Attorneys will receive 2 CLE credits (Professional Practice) appropriate for both newly admitted and experienced attorneys. Additional information about obtaining CLE credits will be provided at the time of registration.
Training dates, times and locations
If there are 40 attorneys or fewer that register for any one particular training offering, the training location will be at the New York Immigration Coalition (NYIC) located at 137-139 West 25th Street, 12th Floor. If the number of attendees exceeds 40, we will be offering the training at one of the courtrooms at 111 Centre Street to accommodate the larger attendance. Once we know how many people have enrolled through the City's NYC Service website, we will know whether the alternative site will be necessary and will contact you by e-mail. Please note that registrations for the trainings will close two (2) days prior to each scheduled training.

Service Events (Clinics)
There will be several upcoming opportunities for trained attorneys to be part of the service events being held in Brooklyn and Queens from March through July. It is at these events that Haitian immigrants seeking TPS will be helped with such applications. Once trained, volunteer attorneys will receive notification about these clinics and will be asked to participate. Such information will be disseminated as early as the date of the training, or shortly thereafter.
