August 1: Webcast + NYC - Advanced Public Assistance and Food Stamp Eligibility 2014: Special Populations

PLI recently offered training on basic Public Assistance and Food Stamps (SNAP) eligibility. The intricate web of rules for these two programs is further complicated by the fact that there are special rules for certain populations. Immigrants, people who are homeless, and people with disabilities are among the populations who experience various exceptions or modifications of the usual program rules and who are among those most in need of assistance and representation. Two of the primary forums in which advocates assist people with public assistance and food stamps problems are administrative Fair Hearings and Article 78 special proceedings. High quality representation calls for a grounding in both the substantive program provisions and the procedural in these forums.
You will learn about special provisions in the law for certain populations and about the two key forums for advocacy on behalf of these populations. Topics to be covered include:

• Representing special populations – immigrants, people who are homeless, and people with disabilities – with regard to public assistance and food stamps
• Representing clients in Fair hearings and Article 78s – including recovering attorneys’ fees

All attorneys interested in helping low-income clients, especially clients who are members of these population groups, with public assistance and food stamp matters, will benefit from attending this program.
