These issues have relevance beyond the military. The Statute, case law, and experience of the Navy's new Victims' Legal Counsel Program will be of use and interest to Ohio lawyers who encounter sexual assault issues in a variety of contexts.

Rear Admiral Janet R. Donovan, United States Navy, currently serves as the Deputy Judge Advocate General (Reserve Affairs and Operations) and Deputy Commander, Naval Legal Service Command. Over her many years in the U.S. Navy, Donovan served as an Assistant Staff Judge Advocate to Commander, Naval Surface Forces, U.S. Pacific Fleet as well as on active duty with staffs for NATO Supreme Allied Commander Transformation the Department of Justice/Department of the Navy Litigation Team.
