Our guests will focus their remarks on the consent decree being negotiated between the Department of Justice and the City of Cleveland. In so doing, they will discuss the consent-degree-negotiation process, explore the hot-button issues at the center of those negotiations, and, based on successful and unsuccessful consent decrees instituted in other cities, discuss how to create effective and enforceable solutions to the problems identified in the DOJ’s investigation.
