September 20: USCIS Naturalization Test Redesign – Flaws in Design and Transparency

ILRC attorneys and guest speaker Bill Bliss will give an overview of the USCIS naturalization test redesign announced in December 2022. 
The redesign proposes a reading-based multiple-choice test to evaluate a naturalization applicant’s knowledge of civics, instead of the current oral questions. A new test of English knowledge would involve photo prompts that an applicant would need to describe. This would replace the current evaluation of English which occurs during the interview as the officer asks questions and verifies information from the N-400 naturalization application.
Educators of low-literacy adults believe that these changes would make the test significantly more difficult for applicants.

  • Peggy Gleason, who has dedicated her career to immigrant rights, joined ILRC in 2019 as a senior staff attorney in Washington, D.C. She worked most recently in the Office of Civil Rights and Civil Liberties at the Department of Homeland Security, dealing with civil rights complaints concerning U.S. Customs and Border Protection. Earlier, she worked on family and humanitarian immigration policy and legal issues for the Citizenship and Immigration Services Ombudsman and on legal access issues for the Department of Justice Executive Office of Immigration Review. Before her time with the federal government, she was a senior attorney for Catholic Legal Immigration Network’s training and technical support section for 23 years, providing technical assistance and training to CLINIC’s affiliated programs and other nonprofits nationwide. She also represented immigrant clients of Catholic Charities Immigration Legal Services for the Archdiocese of Washington. She began fulltime practice of immigration law while working for the Colorado Rural Legal Services Farmworker Program.
  • Bill Bliss has worked in English language and civics education since 1974 as a teacher, trainer, curriculum developer, refugee camp program manager, and advocate for immigrant and refugee education. He has provided technical assistance on citizenship training and testing since the 1980s legalization program, and he currently serves as a member of the Naturalization Working Group and the Citizenship Test Working Group. He is the author of several English language programs and citizenship texts, including the widely used Voices of Freedom civics course that prepares learners for the naturalization process

October 18: Challenges to Decisional Independence: Lessons from the Immigration Courts

Please join us for this event, featuring Steven A. Morley, retired immigration judge with the Executive Office for Immigration Review in Philadelphia (EOIR). Judge Morley will discuss challenges to the independence of agency adjudicators, drawing on his experience in the immigration courts, including his removal from a pending case during the Trump Administration.
During his time as a judge, he adjudicated a wide variety of applications for relief from removal and rendered written and oral decisions on complex immigration law questions. He also served as an adjudicating official for attorney disciplinary matters brought by EOIR. Prior to taking the bench, Judge Morley practiced immigration law as a founding partner of Morley, Surin and Griffin. Before entering private practice, he served as a federal and state court public defender with the Defender Association of Philadelphia, and successfully argued Mitchell v. United States, 536 U.S. 314 (1999) before the U.S. Supreme Court, which extended the Fifth amendment right to remain silent at sentencing.

Whites living in Minnesota during the 20th century had many ways to exclude African Americans from their neighborhoods, towns, and cities, but over time the legal methods they employed were affected by various state and federal court decisions and legislation. Sometimes the decisions and laws affirmed and strengthened the tools Whites had and sometimes they weakened or banned them altogether. White residents adapted to this shifting legal terrain, however, and managed to keep their communities racially homogenous, or largely so, and that is part of the historical background for understanding the state's racial disparities in the present day.

October 10: Pollution Insurance: Are You Covered?

Environmental law is unique in that intersects with many other practices such as real estate, corporate transactions, banking, energy, infrastructure, and litigation, among others.
