Prof. David Gamage, Indiana University Maurer School of Law David Gamage is a Professor of Law and a scholar of tax law and policy at the University of Indiana Maurer School of Law. His has written extensively on tax and budget policy at both the U.S. state and federal levels, as well as on tax theory, fiscal federalism, and the intersections between taxation and health care. Prof. Gamage has authored or co-authored over fifty scholarly articles and essays as well as a casebook, Taxation: Law, Planning, and Policy. From 2010 through 2012, Prof. Gamage served as special counsel to the U.S. Department of the Treasury, Office of Tax Policy. In that position, he administered the individual income tax portfolio of the Treasury Department’s Tax Legislative Counsel, and he oversaw the drafting of all individual income tax regulations and executive branch initiatives related to the individual income tax. Since 2012, Prof. Gamage has served on a tax reform commission for the state of California. He regularly advises other state and federal policymakers regularly on tax and health policy.

February 18: Construction Site Accident Claims

It is no secret that a construction site is not a playground. Few places are more potentially dangerous, which is why the list of safety regulations go on and on in an effort to safeguard the wellbeing of construction professionals. Still, humans are flawed and prone to error, with hundreds of injuries and three construction site fatalities each day here in the US.
When these accidents happen, the companies involved are obligated to step in and investigate the details, rendering a thoughtful opinion about the facts surrounding the accident. No two claims are the same, but our analytical method walks through a professional investigation and analysis, like how the scientific method aids in discovery of the workings of our natural world, regardless of the specifics of the claim.
Anyone who works with construction of any kind has an interest in being prepared for construction site accident claims and knowing how to handle them effectively. Insurance professionals need to know how to investigate a claim fairly and thoroughly with the full context of construction site safety standards, legal professionals need the specific knowledge necessary to best represent their clients, and construction professionals should be aware of the process involved in an investigation.

Artificial intelligence (AI) holds great promise for improved health-care outcomes. It has been used to analyze tumor images, to help doctors choose among different treatment options, and to combat the COVID-19 pandemic. But AI also poses new hazards, including discrimination.

A historical account of the life of Joshua R. Giddings, an under-sung champion of emancipation and slavery abolition. Storey will account Giddings’ life and his legal battles as an anti-slavery member of the United States House of Representatives from 1838-1859 who opposed the Seminole War, the Mexican War, the Fugitive Slave Law, slavery in the District of Columbia, and the Kansas- Nebraska Act. Giddings also supported the Underground Railroad and was a founder of the Republican Party.

Storey served as a trustee at Spelman College, The Kresge Foundation, The George Gund Foundation, Phillips Exeter Academy, Case Western Reserve University, and Cleveland State University. He also served on Harvard University's Board of Overseers. He served as a director of the Federal Reserve Bank of Cleveland from 1987 to 1990.

February 24: Military Use of Biomedical Performance Enhancements: Ethical, Legal, and Policy Concerns

Biological interventions to improve performance, such as amphetamines, have a long history of military use, and in the future, may include more advanced biotechnologies. This presentation discusses the ethics of using biomedical enhancements in the military. The presentation begins by describing the distinction between biomedical enhancements and interventions intended to prevent, treat, or mitigate disease. It then sets forth three principles to guide the ethical use of bioenhancements – proportionality, paternalism, and fairness. The presentation applies these principles to concerns raised by military bioenhancement: safety, fairness in access to military reward, carry-over effects to civilian life, whether service members can be ordered to use bioenhancements, and when they may be permitted to do so voluntarily.

January 11: COVID-19 Updates and Information

The COVID crisis has dramatically altered the way courts conduct business, but any judge will tell you, with a sense of pride, that the courts never closed. How have courts – an institution notoriously slow to change – adapted to provide access to justice throughout a pandemic? 
The Center on Civil Justice will be hosting a conference on January 11, 2021, 12pm-5pm, to address these issues. 
The conference will examine the nature of the way courts change and adapt in general, what specific trial and pre-trial rules and procedures have changed (and how), and which of these changes can be used to improve efficiency and access to justice after the COVID crisis passes.

January 2021: COVID-19 & the ADA: Maintaining Healthy & Compliant Workplaces
