You must register to access the program, but registration is free (even if you're not a member of the Texas State Bar!) They ask for permission to send you more information, so perhaps it's a marketing thing, but surely that is a small thing to give them in exchange for what you get!
MCLE Credit: 0.50 hours in Texas. Whether any particular program earns CLE credit in YOUR jurisdiction is up to YOU to find out; frequently a jurisdiction will extend credit if the subject matter is appropriate and YOU fill out a form. In my (admittedly limited) experience, sometimes someone ELSE will have done it already so you can ride on their credit application coattails.
