February 18: The Legal Role in Building Sustainable Public Health Systems

Belmont Law's Spring 2022 Symposium “The Legal Role in Building Sustainable Public Health Systems” features a panel on Health Care Support and Partnerships in Smaller and Rural Communities will address the legal trends, especially trends in Mergers & Acquisitions, which are either affecting or promoting partnerships with organizations in smaller or rural communities.
A second panel on New Payment Models and Delivery Systems in the Health Law Field will address shifts to value-based care and reimbursement programs. The panel will include private, insurance, and government attorneys.

Speakers:
  • Mary Bufwack, our Keynote Speaker, is a 2019 inductee of the Tennessee Healthcare Hall of Fame. She will speak on her numerous experiences utilizing legal tools to help the medically underserved and needy populations in Tennessee. During her career, she has implemented critical court and law enforcement reforms for domestic violence survivors, leveraged federal resources and community partnerships for homeless and school-based services, and assisted Nashville’s medically underserved populations by pioneering an integrated, comprehensive primary care model.
  • Joanna Sax is widely recognized for her work on FDA regulation of dietary supplements and genetically engineered food. She will present her research on food security and agriculture as a public health issue, focusing on the legal role of regulating risk at the individual level so that enacted policies are accepted as legal solutions. Joanna is an E. Donald Shapiro Professor of Law at California Western. She received her JD and PhD in Cell and Molecular Biology from the University of Pennsylvania.
  • Jessica Mantel will speak about the importance of leveraging community-based integrated health teams to meet the needs of vulnerable populations in times of crisis. Jessica currently serves as co-director of the Health Law & Policy Institute at the University of Houston. She worked as a senior attorney in the OGC for HHS advising CMS on legal issues like implementing the prescription drug benefit, hospital payments, incentive payments for the adoption of electronic health records, and health care reform. Mantel received her J.D. from the University of Michigan Law School and an M.P.P. from the University of Michigan School of Public Policy.
