September 17: Webcast - Legal and Policy Approaches to Improve Oral Health

Oral health is critical to overall health. Untreated dental problems in children may result in attention deficits, trouble in school, and problems sleeping and eating. For adults, poor oral health may contribute to difficulty obtaining a job and forming relationships. Poor oral health is also associated with a number of diseases, including diabetes, stroke and respiratory disease. The burden of oral disease is unequally distributed, with minorities and low-income people significantly more likely to report oral health problems. This webinar examines legal and policy approaches to improve oral health, including community water fluoridation, access to care for low-income populations, and expanded scope of practice for dental auxiliaries.

The mission of the Washington Leadership Institute (WLI) is to recruit, train, and develop minority and traditionally underrepresented attorneys for future leadership positions in the Washington State Bar Association and legal community. It strives to recruit fellows for each class who reflect the full diversity of our state, which includes race, ethnicity, gender, sexual orientation, disability, and geographic location.

September 15: Webcast - Bankruptcy Basics for Low-Income Clients

Although the economy is improving and foreclosures in many parts of the country are in decline due to rising home values, financially marginalized people still file bankruptcy in disproportionate numbers. Many debtors are unrepresented and bankruptcy clinics are still in great demand. There is a critical need for pro bono attorneys to assist low-income clients at all levels. The practice of bankruptcy law changed dramatically with the Bankruptcy Abuse Prevention and Consumer Protection Act of 2005 (BAPCPA). The implications of BAPCPA continue to develop in the courts, all the way up to the Supreme Court. In the meantime the practice is ever changing and can be quite complicated with even the simplest form of bankruptcy, Chapter 7. This basic program was developed for brand new practitioners and those who are either not familiar with the practice or have not practiced bankruptcy law since the passage of BAPCPA. The program hopes to develop practitioners who will volunteer their time and skills to those who cannot afford representation. The program will focus on Chapter 7 bankruptcy, from the day a new client walks into your office, to the day you receive notice that they have successfully received a discharge and their case is closed.
What You Will Learn
  • An overview of Chapter 7 bankruptcy
  • Duties and due diligence of the attorney
  • How the discharge works and the effectiveness of the automatic stay
  • How to protect the debtor’s property through exemptions
  • An overview of the means test

September 24: Webcast+Cleveland - Sneaking Around the Constitution: Pretextual “Health” Laws and the Future of Roe v. Wade

Recently, reproductive rights have been significantly undermined by an insidious foe: pretextual state laws that purport to advance a legitimate governmental concern – health and safety – but are in fact designed to shut down reproductive healthcare clinics and block access to abortion services. Since 2011, hundreds of such laws have been enacted and many have been challenged in constitutional lawsuits that seek to uphold the protections of Roe v. Wade. 
As the issue heads for the Supreme Court, this lecture will examine what has happened when such pretextual laws have been challenged in the courts and what is needed to ensure meaningful review of states’ asserted health interests and meaningful access to abortion services. Comparisons will be made to the pretexual use of voter fraud to enact burdensome restrictions on the right to vote. A key topic to be explored is whether the time has come for reproductive rights to have federal statutory protections analogous to those in the Voting Rights Act.

Nancy Northup is President and CEO of the Center for Reproductive Rights, a global human rights organization has documented rights abuses, brought groundbreaking cases before national courts, U.N. committees, and regional human rights bodies, and built the legal capacity of women's rights advocates in over 55 countries.
Under her leadership, the Center’s game changing litigation and advocacy work, combined with its unparalleled expertise in the use of constitutional, international, and comparative human rights law, have transformed how reproductive rights are understood by courts, governments, and human rights bodies. It has played a key role in securing legal victories in the U.S., Latin America, Sub-Saharan Africa, Asia, and Eastern Europe on issues including access to life-saving obstetrics care, contraception, safe abortion services, and comprehensive sexuality information, as well as the prevention of forced sterilization and child marriage.
Before joining the Center in 2003, Ms. Northup was the founding director of the Democracy Program at the Brennan Center for Justice at NYU School of Law, served as a prosecutor and Deputy Chief of Appeals in U.S. Attorney's Office for the Southern District of New York, and clerked for Judge Alvin B. Rubin on the U.S. Court of Appeals for the Fifth Circuit. Ms. Northup has taught courses in constitutional and human rights law at Columbia and NYU law schools.

August 20: Webcast - Telehealth: A Game-Changer for Health Care — Are Laws Keeping Pace?

Many in public health see telehealth services — such as doctor-patient video-conferencing — as a game-changer for health care. Telehealth can improve access to health services for patients in rural areas, reduce health care costs, and ensure disease control surveillance through video directly observed therapy (VDOT) and other methods. Experts predict telehealth video visits will soar from 19.7 million in 2014 to 158.4 million annually in 2020. This webinar will examine how telehealth can improve access to health care for rural communities, the use of telehealth in schools, the use of VDOT for the treatment of tuberculosis, and the laws currently regulating telehealth practices in each state.

August 14: Kent, WA - Felony Consequences / Misdemeanor Convictions - Criminal Law So Far 2015

The first hour of this program explains the collateral consequences of misdemeanor convictions on clients who later face felony charges. The second hour addresses developments in criminal law so far in 2015, including State v. Allen and State v. Walker (addressing prosecutorial misconduct), State v. Blazina (addressing the court's duties with regard to legal financial obligations), State v. Rich (limiting the crime of Reckless Endangerment) and State v. Peeler (concerning Final Disposition requests), as well as legislative changes to the DUI law, Pretrial Supervision and Competency (in light of Trueblood).
This is a criminal defense oriented CLE, but is open to all who would like to attend .
