In March 2020, lawyers stood at the ready when Congress announced that its emergency legislation would include a new lending program: forgivable loans for small businesses, or the Paycheck Protection Program. The new program would go through three rounds, with hiccups and improvements along the way — and now a growing DOJ docket of fraud cases.
